PNEEI overview
The Palestinian National Economic Empowerment Institution "PNEEI" is an independent institution that was established in 2019 according to a law decree issued by the President of the State of Palestine in January 2019. PNEEI enjoys autonomy, financial and administrative independence, and the legal capacity to undertake actions that ensure the achievement of its objectives. The Institution aims to economically empower families and individuals from vulnerable groups of youth, women, people with disabilities, and small farmers to help them move from the state of dependence on handouts, subsidies, and charitable donations to a state of sustainable economic independence, ultimately contributing to reducing poverty and unemployment at the national level.
The Institution was established to sustain economic empowerment methodologies, approaches and build on the accumulated knowledge of the Economic Empowerment Program for the Palestinian People (DEEP), which was implemented by the United Nations Development Program (UNDP) under the supervision of the Palestinian government.

Mission
“An independent national institution that provides an integrated and varied packages of development activities and interventions aiming to empower marginalized and vulnerable groups economically and socially through partnerships with governmental and civil society institutions, international organizations and private sector. This would be realized through programs encompassing capacity building, networking, technical and material support, and executed by a qualified creative cadre”.
Objectives
The Institution seeks to empower economically targeted groups through the following:
- Developing economic empowerment tools through partnerships and projects geared at supporting the target groups and local economy.
- Facilitating and offering technical and financial resources towards supporting small and medium enterprises.
- Fostering and reinforcing partnerships with the private and non-profit sectors aimed at establishing and executing medium (micro) and macroeconomic projects.
- Enhancing financial inclusion and access to finance combined with capacity building for the target groups.
- Establishing endowment funds in collaboration and partnership with regional and international development institutions.
- Developing and capitalizing on entrepreneurship and inherent talents within the youth towards the accomplishment of economic ventures.
